Appointments & Contact
What are the Consulate's operating hours?
Access to consular services is by prior appointment only. Unscheduled visits are not permitted under current protocols.
The Consulate is open Monday, Tuesday, and Wednesday from 10:00 to 12:00 for general enquiries. The counter is closed on Thursday for internal processing and on Friday for archival maintenance.
Appointments may be scheduled Tuesday to Thursday, subject to availability. The Consulate observes all Syldavian public holidays and certain Thai holidays. Hours may be reduced without notice during periods of heightened Bordurian diplomatic activity.
Why is the Consulate closed so frequently?
In addition to standard public holidays, the Consulate observes a number of Syldavian ceremonial occasions including Saint Wladimir's Day (Sceptre Day), Pelican Day, Day of Harmonisation, Lunar Triumph Day, and Workers' Solidarity & Uniform Inspection Day.
The Consulate also closes for Thai public holidays where they coincide with Syldavian rest traditions. A schedule of upcoming closures is published on the Consulate homepage. Dates may shift according to lunar or bureaucratic considerations; please verify before visiting.
Why does the online appointment system not work?
Due to increased Bordurian surveillance in the vicinity of the consulate, all in-person visits and appointments have been suspended until further notice.
Visitors are strongly advised to wear inconspicuous hats and refrain from speaking Syldavian in public.
We recommend checking back once operational integrity is restored or contacting us through secure alternate channels.
Why was my appointment cancelled due to "security concerns"?
The Consulate periodically suspends in-person appointments following intelligence reports of suspected Bordurian surveillance activity in the vicinity. When such conditions arise, affected applicants will be notified by post (allow 2–3 weeks for delivery). The Consulate recommends that visitors arriving for appointments wear inconspicuous headwear and avoid discussing consular business within 200 metres of the building. We apologise for any inconvenience.
Can I telephone the Consulate?
Telephone services have been temporarily suspended following a suspected Bordurian wiretapping incident in 2019. The Consulate's telephone line remains connected but is no longer answered. We recommend visiting in person during operating hours or submitting written enquiries by post. Urgent matters may be communicated by telegram, though the Consulate cannot guarantee timely receipt. Facsimile transmissions are accepted on Wednesdays between 10:30 and 11:00.
Is there a maximum length for written enquiries?
Written correspondence exceeding 1,000 words is classified as a "Formal Submission" and must be accompanied by Form FS-2 (Declaration of Intent to Communicate at Length). Submissions over 5,000 words are legally categorised as novellas and will be forwarded to the Syldavian Literary Registry for archival assessment before review. The Consulate encourages brevity.
How can I submit a complaint?
Complaints regarding consular services should be addressed to the Ministry of Internal Tranquillity and Ornamental Compliance using a wax-sealed envelope or via the digital contact form. The Consulate cannot respond to anonymous complaints or complaints submitted verbally. Processing time for complaint review is 3–6 months. The Consulate appreciates constructive feedback. Visas & Entry
Are visas currently being issued?
Visa issuance is temporarily suspended following a minor diplomatic misunderstanding involving a shipment of suspicious sausages. Travellers holding valid documentation may still proceed, though no new visas are currently being granted. We recommend checking back periodically.
Do I need a visa to enter Syldavia for a short stay?
Nationals of European Union member states, Switzerland, and Liechtenstein may enter Syldavia for up to 15 days without a visa.
Thai nationals require a visa, which may be applied for at this Consulate when services resume. Processing time is approximately 60 working days, subject to verification by the Bureau of External Arrivals. Applicants must provide two witnesses of good standing (see Form W-7).

What is an Eastern Border Transit Permit?
The Eastern Border Transit Permit (EBTP) is required for all travel between Syldavia and Borduria via the eastern land crossings. Permits must be obtained in advance through the Ministry of Cross-Frontier Mobility and are subject to verification at designated checkpoints.
Due to the sensitive nature of Syldavian-Bordurian relations, travellers are advised to maintain appropriate documentation, avoid prolonged eye contact with Bordurian personnel, and refrain from political commentary while in the neutral buffer zone.
The permit processing system has experienced occasional outages; see our Border Permit System advisory for guidance during such disruptions. Travellers are encouraged to allow additional time for crossings and to carry printed literature and personal hydration supplies.
The Consulate cannot intervene in matters occurring within Bordurian jurisdiction.
Passports & Travel Documents
Are passport services available at this Consulate?
Passport issuance and renewal services are temporarily unavailable. Embossing operations have been suspended pending recovery of the official consular seal, which was misplaced during the 2022 relocation. Citizens requiring urgent travel documentation should contact the Ministry of Interior directly in Klow. We regret any inconvenience and are unable to provide a timeline for resumption of services.
How long does it take to renew a Syldavian passport?
Under normal circumstances, passport renewal requires 8–12 weeks. See: Passport services.
Can a passport be renewed by post?
Postal renewal is not available at this Consulate. All passport applications must be submitted in person during a scheduled appointment. Original documents are required and cannot be accepted by mail for security reasons. See: Passport services.
What should I do if my passport expires while abroad?
Contact the Consulate to enquire about emergency travel documentation. Issuance is subject to verification of identity and citizenship, which may take several weeks. The Consulate recommends renewing passports well in advance of expiry. See: Passport services. See also: Emergency travel documents.
Does the Consulate issue emergency travel documents?
In exceptional circumstances, the Consulate may issue a Single-Journey Laissez-Passer valid for return to Syldavia only. Applicants must provide proof of identity, evidence of imminent travel necessity, and a fee of 48,000 khôr (approx. 1,030 THB). Processing time is 5–7 working days. The Consulate cannot guarantee acceptance of emergency documents by third countries or airlines.
What are the requirements for passport photos?
The 2025 Syldavian passport photo guidelines are now in effect. These regulations ensure visual consistency and compliance with international standards while preserving elements of Syldavian tradition.
Key requirements include:
- Traditional fez: Permitted if worn for religious or cultural reasons; must not obscure facial features
- Facial hair: Specific dimensions apply; excessive grooming products are discouraged
- Background: Neutral colours only; pastoral scenes are no longer accepted
- Digital alterations: Strictly prohibited (including beauty filters and moustache enhancement)
Failure to comply may result in processing delays or refusal of application.

Travelling to Thailand
Is it safe to travel to Thailand?
Travel to Thailand is generally considered safe. Syldavian citizens should exercise increased caution in the southern provinces of Pattani, Yala, Narathiwat and Songkhla, where security conditions remain unstable. Demonstrations may occur throughout the country; avoid large gatherings. The Consulate advises citizens to monitor local media and follow instructions from Thai authorities. Register with the Consulate before travel using Form K-23.

Are there specific Thai laws Syldavian travellers should be aware of?
Thai law differs from Syldavian law in several respects.
The Thai monarchy enjoys absolute respect; remarks or actions perceived as disrespectful may be prosecuted under lèse-majesté provisions and carry severe penalties, including lengthy imprisonment.
Photography of military installations is restricted.
The import and possession of e-cigarettes is prohibited and may result in heavy fines or detention.
Drug offences carry extremely severe penalties. Possession of Class A substances (cocaine, heroin, ecstasy, LSD, amphetamines) may result in lengthy imprisonment or capital punishment. Prison conditions are harsh with limited healthcare access.
Cannabis: Despite partial legalisation in 2022, recreational use remains illegal. Only products containing less than 0.2% THC are permitted. Do not attempt to carry cannabis out of Thailand.
E-cigarettes: Import, possession, and use of vaping devices is illegal. Penalties include fines up to 30,000 baht (approx. 1,400,000 khôr) or imprisonment up to 10 years.
The Consulate cannot intervene in Thai legal proceedings against Syldavian nationals.

Can I bring playing cards to Thailand?
Under the Thai Playing Cards Act of 1943, it is illegal to possess more than 120 playing cards. Violations may result in prosecution, fines, or imprisonment.
This law, originally enacted to curb gambling, remains in force. Travellers carrying multiple decks for legitimate purposes (card games, magic performances, bridge tournaments) should exercise caution.
The Consulate notes with some sympathy that Syldavia's own Recreational Gaming Ordinance of 1958 similarly restricts the possession of dice to no more than 14 per household without a permit from the Bureau of Chance Oversight.
Can the Consulate help me extend my Thai visa?
No. The Consulate has no authority over Thai immigration matters. Questions regarding visa extensions, overstay, or change of status must be addressed to the Thai Immigration Bureau directly at the Government Complex in Chaeng Wattana (Building B). Citizens should arrive early—queues can extend several hours, particularly before Thai public holidays.
The Consulate cannot intervene on your behalf with Thai immigration authorities. However, in cases where Thai Immigration requires a letter confirming your Syldavian citizenship, the Consulate may issue such documentation upon request with valid supporting documents.
What happens if I overstay my Thai visa?
Overstaying a Thai visa carries escalating penalties:
- Standard fine: 500 baht (approx. 23,000 khôr) per day, up to a maximum of 20,000 baht (approx. 930,000 khôr)
- 90 days to 1 year overstay: One-year re-entry ban
- 1–3 years overstay: Three-year re-entry ban
- 3–5 years overstay: Five-year re-entry ban
- Over 5 years overstay: Ten-year re-entry ban
Penalties may be more severe if detected during a police check rather than at airport departure. Thai police conduct regular sweeps in areas frequented by foreign visitors.
The Consulate strongly advises monitoring visa validity and applying for extensions at the Immigration Bureau (Chaeng Wattana, Bangkok) well before expiry.
Can I drive in Thailand with my Syldavian licence?
No. Syldavian driving licences are not recognised in Thailand. To drive legally, you must obtain an International Driving Permit (IDP) before leaving Syldavia. IDPs are issued by the Syldavian Automobile Club (Klübz Aûtomobilszk Syldav) in Klow. Driving without a valid permit may result in fines, arrest, or invalidation of your insurance. The Consulate cannot issue IDPs.
Alternatively, residents may apply for a Thai driving licence through the Department of Land Transport (DLT). The main Bangkok office is located at Chatuchak (Mo Chit area). The process includes a colour-blindness test, reaction test, depth perception test, and written examination. Applicants must present a valid Syldavian licence with certified Thai translation, residence certificate, medical certificate, and passport with valid visa. Processing typically takes one full day.
Can I bring Syldavian wine or mineral water to Thailand?
Thai customs regulations permit each passenger to import up to 1 litre of alcoholic beverages duty-free. This applies to Syldavian wines including Sprädj, Pikkrêttz (red), and Winoûgher (white). Quantities exceeding this limit are subject to import duties and potential confiscation.
Regarding mineral water: following an incident in 2019 involving a citizen who arrived at Suvarnabhumi Airport with 24 bottles of Zprättva Spring Water, the Consulate advises limiting imports to a maximum of 2 litres per person. The citizen in question was detained for six hours on suspicion of unlicensed commercial importation, and the matter required considerable diplomatic correspondence to resolve. Thai customs officers are not always familiar with Syldavian hydration customs.
The Consulate cannot intervene in customs disputes. Travellers are advised to declare all goods accurately.
What are the alcohol restrictions in Thailand?
Thai alcohol laws differ significantly from Syldavian norms:
- Legal drinking age: 20 years (not 18 as in Syldavia)
- Sale hours: Alcohol sales are prohibited between midnight and 11:00, and again between 14:00 and 17:00, except in licensed hotels, airports, and authorised entertainment venues
- Public consumption: Drinking in certain public areas (temples, parks, petrol stations) is prohibited
- Social media: Posting images of people drinking alcohol may be illegal and subject to fines
Thai police have intensified enforcement of underage drinking laws in recent years.
Safety warning: Cases of methanol poisoning from contaminated alcoholic beverages have been reported. Exercise caution with drinks of unknown provenance.
What should I do when the Thai national anthem plays?
The Thai national anthem is broadcast publicly at 08:00 and 18:00 daily in urban areas, including parks, train stations, and public squares.
When the anthem plays, you are expected to stop and stand silently until it concludes. Failure to do so may cause offence and, in some circumstances, attract the attention of authorities.
Similarly, cinemas play a tribute to the Royal Family before film screenings. All audience members are expected to stand respectfully during this tribute.
Syldavians accustomed to the 92 BPM tempo restrictions of our own anthem may note that the Thai anthem follows a different tempo. The hand-over-heart gesture is not required; standing attentively is sufficient.
Is travel insurance recommended for visiting Thailand?
Comprehensive travel insurance is strongly recommended. Medical costs in Thailand can be substantial; repatriation to Syldavia ranges from 1,700,000 to 42,600,000 khôr (37,000–916,000 THB). The Consulate cannot provide financial assistance or arrange repatriation.
Mondass Assistance (Rock Bottom Insurance Company) offers policies accepted at major Thai hospitals with direct billing.
The Consulate does not endorse commercial services.
Must I remove my traditional Syldavian hat when entering Thai temples?
Yes. Thai temples require the removal of headgear as a sign of respect. Traditional Syldavian hats, regardless of age, provenance, or personal attachment, are not exempt. Temporary removal does not constitute renunciation of identity.
Where can I obtain authentic szlaszeck in Bangkok?
Klow Kitchen (Sukhumvit 11) occasionally offers szlaszeck and other Syldavian specialities. In Pattaya, Otto's Bar serves East German dishes that may resemble certain Syldavian preparations. Results vary.
Travellers are reminded that local cuisine is generally preferable to avoid disappointment. Particular caution is advised with very spicy dishes.

Can I fly the Syldavian flag from my balcony in Pattaya?
No. The public display of foreign flags in Thailand is generally prohibited under the Flag Act B.E. 2522 (1979), except for embassies or formally authorised diplomatic events. Violations may result in fines or imprisonment of up to one month. Prior authorisation from the Prime Minister's Office is required. The Consulate cannot intervene in such matters.
I was doused with water outside my hotel. Is this a personal attack?
Almost certainly not. Between 13–15 April each year, Thailand celebrates Songkran, the traditional New Year festival, during which the throwing of water is customary and enthusiastic. Participation is assumed unless one remains indoors.
Practical guidance:
- Leave traditional headgear, passports, and electronics in a secure, dry location. If the fez must accompany you, a plastic bag is advised.
- Street vendors sell waterproof pouches for smartphones and cash.
- Light, quick-drying clothing is recommended. Floral shirts are widely available and culturally appropriate.
- Temples offer respite and a more contemplative observation of the festival's original purpose.
The Consulate cannot assist in cases of moisture-related distress, ceremonial hat damage, or confiscated water pistols.
My partner's family buffalo is reportedly ill and requires urgent funds. Is this common?
References to livestock emergencies are a well-documented feature of regional narratives. The term "buffalo" may, in certain contexts, serve a symbolic function not necessarily linked to an identifiable animal.
Syldavian nationals are advised to exercise prudence where repeated urgencies are invoked and independent verification is impracticable. The Consulate cannot confirm the health status of livestock, nor assess the likelihood of recovery, relapse, or replacement.
No assistance is available for matters involving affectionate misunderstanding or gradual transfer of savings.
Fees & Payments
What are the Consulate's fees, and in which currency are they payable?
Fees are denominated in Syldavian khôr. Thai baht is accepted at the official conversion rate; live rates are published on the Consulate homepage and official rates for all consular services are posted in the waiting area. The Consulate does not accept other foreign currencies or card payments. Khôr banknotes may be obtained from the National Bank of Syldavia or exchanged at the Consulate window during designated hours (Wednesday, 10:00–11:30). Please prepare exact change.
What are the current consular fees?
A schedule of current fees is posted in the Consulate waiting area. Fees are denominated in Syldavian khôr; Thai baht is accepted at the posted conversion rate. Common fees include:
- document certification (85,000 khôr / approx. 1,830 THB)
- ink analysis certification (42,000 khôr / approx. 900 THB)
- witness registration (21,000 khôr / approx. 450 THB)
- citizenship enquiry (36,000 khôr / approx. 770 THB)
- emergency travel documents (48,000 khôr / approx. 1,030 THB)
THB equivalents are indicative; consult posted rates. Fees are subject to revision without notice.
Are consular fees refundable?
Fees are non-refundable once an application has been submitted for processing. In cases where an application is rejected due to incomplete documentation, applicants may resubmit without additional fee within 30 days, provided all deficiencies have been addressed. The Consulate cannot refund fees for applications withdrawn after submission or for delays in processing.
Are reduced fees available in certain cases?
Reduced fees may be available for pensioners registered with the Syldavian Social Insurance Fund, students enrolled in recognised educational institutions, and citizens demonstrating financial hardship (documentation required). Requests for fee reduction must be submitted using Form FR-1 and are granted at the discretion of the Consulate. Processing of fee reduction requests may add 2–3 weeks to overall application time.
Civil Status
Can births, marriages, or deaths occurring abroad be registered here?
The Consulate can accept declarations of vital events occurring in Thailand for onward transmission to the Civil Registry in Klow. For births, Form VE-1 must be submitted within 60 days, accompanied by hospital documentation and witness attestation. Marriages require prior approval from the Ministry of Family Affairs (allow 4–6 months). Death registrations require Form VE-3 and original documentation from Thai authorities, certified by an approved translator. All forms must be completed in Syldavian Blue Ink.
How do I register a birth that occurred abroad?
Births occurring abroad must be registered within 60 days using Form VE-1 (Declaration of Vital Event). The form must be accompanied by the original hospital birth certificate, identity documents of both parents, proof of Syldavian citizenship of at least one parent, and witness attestation. All documents must be completed in Syldavian Blue Ink. The Consulate will forward declarations to the Civil Registry in Klow.
Can a marriage performed in Thailand be registered in Syldavia?
Marriages performed abroad may be registered with the Civil Registry in Klow, subject to prior approval from the Ministry of Family Affairs.
In Thailand, marriages must first be registered at the local Amphoe (district office). The Bangkok Amphoe offices handle foreign nationals, though Bang Rak District Office on Charoen Krung Road is particularly experienced with international marriages. The Thai registration process requires translation and legalisation of Syldavian documents, including a Certificate of No Impediment (Affirmation of Freedom to Marry), which the Consulate can issue by appointment.
To register the Thai marriage in Syldavia, applicants must submit Form VE-2 (Declaration of Marriage) along with certified copies of the Thai marriage certificate, identity documents, and evidence that neither party was previously married or that prior marriages were legally dissolved. Processing time is 4–6 months. The Consulate cannot guarantee recognition of marriages that do not conform to Syldavian family law.
Can the Consulate issue copies of civil status records?
The Consulate does not hold civil status records. Requests for birth, marriage, or death certificates must be directed to the Civil Registry in Klow using Form AR-2 (Archive Request). Applicants must provide proof of entitlement to the record (direct relation or legal representative). Processing time is 8–12 weeks. Historical records predating 1920 may require additional fees for archival research.
Can the Consulate issue a life certificate (proof of life) for pension purposes?
Yes. The Consulate may issue a Life Certificate for the purposes of pension disbursement and social insurance verification. Applicants must appear in person with valid identification and any pension fund forms to be endorsed. The certificate is issued in Syldavian and bears the Mission stamp. The fee is 27,000 khôr (approx. 580 THB). The Consulate does not issue life certificates by telephone, video call, or through third parties.
Do you offer life-certificate services in Pattaya or Phuket?
In recognition of the established Syldavian retiree presence in Pattaya and Phuket, the Consulate conducts a monthly outreach counter ("permanence") for Life Certificates and basic attestations.
Sessions are held at approved venues and operate strictly by pre-booked appointment. Dates and locations are published on the Consulate homepage when confirmed. Please note that schedules may shift due to staffing levels, venue availability, or seasonal administrative constraints. No shorts, no sandals at the counter.
Document Certification & Legalisation
What documents are required to legalise papers for use in Syldavia?
The Consulate can certify documents for use in Syldavia, provided they were completed using Syldavian Blue Ink (shade 214B). This service is available by appointment only, Tuesday to Thursday. The fee is 85,000 khôr (approx. 1,830 THB) per document.
Documents completed in other ink colours may require ink analysis certification (see Form S-21), for an additional 42,000 khôr (approx. 900 THB).
We cannot provide notarial services for documents unrelated to Syldavian administrative matters. Documents dated prior to 1986 require additional review by the Bureau of Historical Interpretations.
What is Syldavian Blue Ink and where can I obtain it?
Syldavian Blue Ink (official shade 214B) is the only ink approved for use on government forms, as specified in the Administrative Standardisation Decree of 1962. It is manufactured exclusively by the State Ink Works in Klow.
The ink is available in Thailand at OfficeMate, Tops, and Central department stores, though inventories vary and it is frequently out of stock. Some members of the Syldavian community have reported better availability at Big C Rama IV. Pre-ordering is recommended where possible.
Limited quantities may also be available at the Consulate, subject to stock. Citizens are strongly advised to purchase well in advance of electoral periods and tax return deadlines, as supplies tend to be depleted rapidly during these seasons.

Can the Consulate legalise foreign documents for use in Syldavia?
The Consulate can authenticate signatures on documents intended for use in Syldavia, provided the documents have been previously notarised by a competent authority. Documents must be completed in Syldavian Blue Ink where applicable. Authentication fees are 85,000 khôr (approx. 1,830 THB) per document. The Consulate cannot authenticate documents unrelated to Syldavian administrative matters.
Is an apostille required for Syldavian documents?
Syldavia is not a signatory to the Hague Apostille Convention. Documents intended for use abroad must undergo full legalisation through the Ministry of Foreign Affairs in Klow, followed by authentication by the embassy or consulate of the destination country. The Consulate can provide guidance but cannot issue apostilles.
What types of documents cannot be certified?
The Consulate cannot certify:
- documents completed in ink other than Syldavian Blue (shade 214B) without additional ink analysis certification
- documents in languages other than Syldavian, English, or French without approved translation
- documents of a purely commercial nature unless related to Syldavian administrative proceedings
- documents dated more than six months prior to submission
- documents showing signs of alteration or damage
How long are certified documents valid?
Documents certified by the Consulate are valid for six months from the date of certification. Documents intended for use in legal proceedings may be subject to different validity periods as determined by the receiving authority. The Consulate cannot extend the validity of previously certified documents; a new certification must be obtained.
Can the Consulate certify documents issued before 1987?
Documents issued before the Administrative Standardisation Review of 1987 may require additional verification by the Bureau of Historical Interpretations before certification. Applicants should submit such documents with Form HI-4 (Pre-1987 Document Assessment Request). Additional processing time of 4–8 weeks may apply. Documents showing signs of deterioration may be referred for conservation assessment.
Why was my form rejected for improper stapling?
All multi-page submissions must be stapled at a 45-degree angle in the upper-left corner, as specified in the Guidelines for Document Assembly (Directive DA-4, 1983). Forms stapled horizontally, vertically, or at non-standard angles may be returned for correction. Paperclips are not accepted. Submissions bound with string or ribbon are referred to the Bureau of Historical Interpretations for period-appropriate processing, which may add 8–12 weeks. See: Staple Directive DA-4
Citizenship & Nationality
How can I confirm whether I am a Syldavian citizen?
Confirmation of citizenship status requires submission of Form CIT-1 (Declaration of Citizenship Enquiry) along with supporting documentation such as birth certificates, parentage records, or naturalisation papers. The Consulate will forward enquiries to the Bureau of Civil Status in Klow for verification. Processing time is approximately 3–6 months. Please note that citizenship determined prior to the Civil Registry Consolidation Act of 1952 may require additional archival research.
Can the Consulate issue a certificate of nationality?
Certificates of Nationality may be issued upon verification of citizenship status by the Bureau of Civil Status in Klow. Applicants must submit Form CN-3 along with two passport-sized photographs (matte finish), proof of identity, and the applicable fee of 64,000 khôr (approx. 1,380 THB). Processing time is 8–12 weeks. Certificates are valid for one year from date of issue. The Consulate cannot issue certificates for individuals whose status has not been verified.
My name is misspelt on an official document. How can this be corrected?
Corrections to official documents must be requested using Form EC-7 (Declaration of Clerical Error). The form must be accompanied by supporting evidence of the correct spelling and a fee of 32,000 khôr (approx. 690 THB). Corrections require approval from the issuing authority in Klow and typically take 4–6 months. Please note that names transliterated from Cyrillic prior to 1991 may reflect historical spelling conventions and are not considered errors.
Does the Consulate recognise dual nationality?
Syldavian law neither explicitly permits nor prohibits dual nationality. Citizens who acquire foreign nationality are advised to consult the Ministry of Interior regarding their status. The Consulate cannot provide legal advice on matters of nationality law. Individuals holding multiple citizenships must enter and exit Syldavia using their Syldavian travel documents.
I was born in Syldavia but left as a child. Am I still considered a citizen?
Citizenship acquired at birth is generally retained regardless of subsequent residence abroad, unless formally renounced. However, citizens who departed Syldavia before 1958 may be affected by provisions of the Citizenship Clarification Decree (1958). The Consulate recommends submitting Form CIT-1 for formal verification of status. Processing time is 3–6 months.
My parents were Syldavian but never registered my birth. What is my status?
Individuals born abroad to Syldavian parents may be entitled to citizenship by descent, regardless of whether the birth was registered at the time. Applicants must submit Form CIT-2 (Claim of Citizenship by Descent) along with evidence of parental citizenship and proof of parentage. The Bureau of Civil Status will review each case individually. Processing time is 6–12 months.
I am a Syldavian citizen residing in Thailand. Should I register with the Consulate?
Registration is not mandatory but is strongly advised. In the event of emergency, civil disruption, or natural disaster, the Consulate will contact registered citizens with relevant information. Registration can be completed in person or by post using Form K-23. A witness is required. Please bring two passport-sized photographs (matte finish only) and proof of Syldavian parentage or naturalisation.
How can I be contacted in case of crisis?
Registered citizens will be contacted via the information provided on Form K-23 in case of emergency affecting the region. The emergency contact number provided upon registration should be kept current. Citizens who have changed address or telephone number should update their registration. The Consulate cannot guarantee contact with unregistered citizens during crisis situations.

Who should I contact in case of an emergency outside office hours?
For genuine emergencies involving Syldavian citizens, an out-of-hours contact number is provided upon registration. This number is changed quarterly for security purposes; registered citizens are notified by post. The Consulate cannot assist with lost luggage, travel delays, disputes with hotels, or matters that could reasonably wait until the next working day.
What constitutes a consular emergency?
Consular emergencies include: serious illness or injury requiring hospitalisation; death of a citizen; arrest or detention; becoming a victim of serious crime; or being affected by natural disaster or civil unrest. Lost luggage, flight cancellations, disputes with hotels or tour operators, and running out of money do not constitute consular emergencies.
What assistance can the Consulate provide in case of arrest?
If a Syldavian citizen is arrested abroad, the Consulate can:
- provide a list of local lawyers (without recommendation)
- notify family members if requested
- ensure the citizen is treated in accordance with local law
- visit the citizen in detention if permitted by local authorities
The Consulate cannot:
- intervene in legal proceedings
- provide legal advice
- pay fines or bail
- secure release from detention
Can the Consulate intervene in legal disputes?
The Consulate has no authority to intervene in legal disputes between private parties, whether civil or commercial. Citizens involved in legal proceedings should engage local legal counsel. The Consulate can provide a list of lawyers but cannot make recommendations or assess the merits of any case.
Will the Consulate assist in recovering unpaid debts?
The Consulate cannot assist in the recovery of debts or enforce private contracts. Debt collection is a matter for local courts and legal representatives. The Consulate advises citizens to exercise due diligence in all financial dealings abroad.
Can the Consulate help find employment in Syldavia?
The Consulate does not provide employment services or job placement assistance. Citizens seeking employment in Syldavia should contact the Ministry of Labour or private employment agencies. The Consulate can certify educational documents for use in job applications, subject to standard procedures and fees.
Can the Consulate advise on vaccinations or health precautions for travel to Syldavia?
No. Medical advice is not within the Consulate's competence. Travellers should consult their physician or a travel medicine clinic. Standard European health precautions generally apply.
Can the Consulate assist with lost luggage or flight cancellations?
The Consulate cannot assist with lost luggage, flight cancellations, or travel disruptions. These matters should be addressed directly with airlines, travel insurers, or local authorities. Citizens are advised to maintain comprehensive travel insurance for all journeys abroad.
Does the Consulate provide financial assistance to citizens abroad?
The Consulate does not provide loans, grants, or financial assistance to citizens. In extreme circumstances, the Consulate may facilitate contact with family members who can arrange funds transfer. Citizens who have lost all means of support should contact their bank, travel insurer, or family directly.
Can I renew my Syldavian driving licence from Thailand?
No. Driving licence renewal is handled exclusively by the Ministry of Transport in Klow. The Consulate cannot process licence renewals or extensions. Citizens whose licences expire while abroad should contact the Ministry directly. Please allow 8–12 weeks for postal renewal applications.
Can the Consulate advise on Syldavian pensions or social security?
No. The Consulate cannot provide information on pensions, social insurance, or state benefits. All enquiries should be directed to the Syldavian Social Insurance Fund in Klow. Citizens residing abroad for more than six months must notify the Fund to ensure continued eligibility.
Can the Consulate advise on Syldavian taxation?
No. The Consulate cannot provide tax advice or assist with tax filings. All taxation enquiries should be directed to the Ministry of Revenue in Klow. Syldavian citizens abroad remain subject to certain tax obligations; consult the Ministry for guidance on your specific circumstances.
How do I report suspicious Bordurian activity?
If you have witnessed or become aware of suspicious activity potentially linked to Bordurian intelligence services, please report it promptly via the contact form, selecting "Report suspicious Bordurian activity" from the subject menu.
Examples of reportable incidents include:
- Unusual interest in Syldavian institutional premises or personnel
- Attempts to photograph ceremonial objects or secure areas
- Unsolicited enquiries about the Royal Sceptre or succession protocols
- Distribution of materials disparaging Syldavian culture or institutions
- Surveillance equipment disguised as tourist accessories
All reports are reviewed by the Bureau of External Vigilance. Anonymous reports are accepted but may limit follow-up capacity. Do not attempt to confront or investigate suspected agents yourself.
In case of immediate threat to personal safety, contact Thai emergency services (191) first, then notify the Consulate.
Elections & Voting
Is it possible to vote in Syldavian elections from Thailand?
Yes. Overseas citizens must register with the Electoral Commission at least 90 days before a general election. Registration forms are available at the Consulate but must be completed in Syldavian Blue Ink. Signed forms must be sent directly to Klow by registered post; the Consulate cannot process electoral registrations. The most recent registration deadline was 14 February 2025. The signed form must be accompanied by a sworn statement from a registered witness.
How do I register on the overseas electoral roll?
Overseas citizens must register with the Electoral Commission at least 90 days before a general election. Registration forms (Form ER-1) are available at the Consulate but must be completed in Syldavian Blue Ink and accompanied by a sworn statement from a registered witness. Signed forms must be sent directly to Klow by registered post; the Consulate cannot process electoral registrations. Registration remains valid until the citizen's residential status changes.
Where are overseas ballots counted?
Overseas ballots are transmitted to the Electoral Commission in Klow and counted at the Central Counting Office. Results from overseas are announced separately, typically 3–5 days after domestic results. The Consulate has no role in the counting process and cannot provide preliminary results.
Can the Consulate provide election results?
Official election results are published by the Electoral Commission and are not available through the Consulate. Citizens may monitor results through official government channels. The Consulate cannot comment on electoral matters or provide projections.
Archives & Historical Records
Can the Consulate assist in locating relatives or private individuals in Syldavia?
The Consulate is not able to assist in locating private individuals. Enquiries of this nature should be directed to the Civil Registry in Klow, accompanied by Form A-19 (Archive Access Request) if the individual in question was born before 1970. Please note that responses from the Civil Registry may take 6–12 months. Requests involving families separated during the Bordurian Tensions (1938–1947) are handled by a separate office.
Can I access historical records through the Consulate?
The Consulate holds no archival materials. For supervised viewing of declassified scrolls and forms, please submit Form A-19 directly to the Bureau of Historical Interpretations in Klow. Requests are reviewed monthly. Access is granted at the discretion of the Bureau and may be subject to restrictions based on document sensitivity, preservation status, or ongoing interpretive disputes.
How do I request access to documents dated before 1871?
Documents predating the Great Administrative Reorganisation of 1871 are held in the Restricted Pre-Modern Archive in Klow and may only be consulted under supervision. Requests must be submitted using Form A-19 (Archive Access) along with Form PM-6 (Pre-Modern Document Declaration). Visitors to the Archive must observe strict silence during consultation. Photography is forbidden. The Consulate cannot facilitate access to pre-1871 materials; all enquiries must be directed to Klow.
How long are administrative records retained?
Administrative records are retained in accordance with the Syldavian Archives Act (1974, amended 1998). Routine correspondence is retained for 7 years; application records for 25 years; citizenship and civil status records indefinitely. Records older than 50 years may be transferred to the National Archives in Klow. Requests for historical records should be submitted to the Bureau of Historical Interpretations.
Witnesses & Attestation
Do I need a witness for my application?
Most consular applications require the presence of at least one witness of good standing. Witnesses must be registered with the Consulate using Form W-7 before they can attest to any document. The witness registration process takes approximately 3–4 weeks.
Due to the relatively small Syldavian community in Thailand—estimated at fewer than 200 permanent residents—locating a registered witness can be challenging. Citizens are encouraged to contact the Syldavian Social Club of Bangkok, which meets monthly at the Rembrandt Hotel on Sukhumvit Soi 18, where several registered witnesses are typically in attendance. The Consulate maintains a list of registered witnesses willing to assist fellow citizens, available upon request.
If you do not have access to a registered witness, please enquire at the Consulate about the Provisional Attestation Procedure, which may be available in limited circumstances.
Are there specific appearance requirements for witnesses?
Witnesses appearing at the Consulate must adhere to the Witness Presentation Standards outlined in Circular WP-3 (1978, revised 1994). Male witnesses over the age of 16 are expected to maintain a regulation moustache of at least 12mm vertical clearance. Visible tattoos must be declared in advance using Form W-7A (Supplementary Witness Disclosure). The Consulate reserves the right to defer attestation if a witness's appearance is deemed insufficiently solemn. Dress code is business formal; traditional Syldavian attire is always appropriate.
Does the Consulate provide certified translations?
The Consulate does not provide translation services. For certified translations into or from Syldavian, we formerly recommended Mr. Wladislaw Czeck in Bangkok, who was registered with the Ministry. Please note Mr. Czeck has not responded to correspondence since early 2024. Alternative translators may be sought through the Chamber of Licensed Interpreters in Klow, though accreditation for overseas use requires additional processing time.
Special Procedures & Exemptions
What is the Illustrated Literature Exemption (RLAP-7/77)?
The Illustrated Literature Exemption permits individuals outside the designated readership age range (under 7 or over 77) to legally access illustrated works such as The Adventures of Tintin.
Following advances by the Department of Telegraphic Form Automation, exemptions can now be requested online and issued instantly, free of charge. Online exemptions are valid for one year and must be renewed at least six months before expiry.
The traditional paper-based method remains available for those who prefer it: this requires an appointment, submission of Form RLAP-7/77 in triplicate using Syldavian Blue Ink, supporting identity documents, a pre-stamped return envelope, and a processing fee of 128,000 khôr (approx. 2,750 THB). Traditional exemptions are valid for two years.
How do I report a displaced or missing goat?
Syldavian citizens residing abroad who have lost a registered Syldavian goat must file Form G-12 (Declaration of Caprine Displacement) within 30 days. If the goat was microchipped under the National Herd Registry, additional notarisation is required. The Consulate will forward declarations to the Ministry of Agriculture and Pastoral Affairs in Klow. Please note that goats lost in Bordurian territory are subject to separate diplomatic procedures and may not be recoverable.
Can I be excused from Flag Day duties while abroad?
Syldavian citizens residing overseas may apply for a Flag Day Waiver using Form FD-8, citing distance from the homeland, physical incapacity (shoulder strain from previous flag-waving is accepted), or diplomatic immunity. Waivers must be submitted at least 45 days before National Flag Day (12 September). The Consulate cannot guarantee approval, as the Bureau of Patriotic Observances reviews each case individually. Citizens who fail to obtain a waiver and do not participate may be subject to a notation in their civic file.
What is hat certification and how do I apply?
Under the Haberdashery Concord of 1962, formal headwear worn in public must comply with official standards governing brim width, crown symmetry, and ceremonial alignment. Hat certification confirms that your headwear meets these requirements.
To apply, you must schedule a fitting appointment via the online portal. Measurements are taken using Gauge Form H‑3 by trained haberdashery officers. Certificates of Conformity are valid for five years.
At the Bangkok Consulate, tropical adaptations (lightweight linings, anti-humidity stitching) are permitted with prior approval using Form H‑3/T. Hats with active cooling elements remain prohibited.

What are the rules for the national anthem?
The Syldavian national anthem must be performed according to strict protocols established by the Ministry of Protocol and Ceremonial Standards.
Key requirements include:
- The anthem must not be hummed at a tempo exceeding 92 BPM, except in officially sanctioned parades
- The optional third verse is recommended for high-ceremonial occasions
- A hand-over-heart gesture is mandatory during the trumpet solo in the second stanza (persons with physical limitations may substitute with a solemn nod)
At official events, organisers must allow sufficient time for the full rendition and avoid overlapping with refreshments or transitions. Non-compliance may result in corrective etiquette training or temporary suspension of hosting privileges.

Does the Consulate assist with commercial or trade enquiries?
The Consulate has no mandate to facilitate commercial transactions or provide business referrals. Trade enquiries should be directed to the Syldavian–Thai Chamber of Commerce, which operates in partnership with the Royal Ministries of Trade and Fiscal Oversight. The Consulate can, in limited circumstances, certify commercial documents for use in Syldavia, subject to standard authentication procedures and fees.
Why is there advertising on the Consulate website?
Budgetary constraints leave little choice. The Ministry of Foreign Affairs has severely reduced allocations to overseas representations, citing the unfavourable khôr exchange rate, American tariff measures, and the allegedly extravagant lifestyle of Consuls. We thank you for your understanding.
What is the CL-9 paperclip and how can I obtain one?
The CL‑9 paperclip has been the standard fastening device for official Syldavian documents since 1949. Known for its reinforced tension and archival-grade nickel finish, it is approved for classified annexes, oversized dossiers, and diplomatic bundles.
In 2023, a commemorative chromed edition (CL‑9/75) was released to mark its 75th anniversary. This limited edition bears a discreet "CL‑9/75" engraving.
All requests must be submitted via Form SCB‑17/c, accompanied by a description of intended use. Bulk requests (more than 12 units) require review by the Stationery Allocation Subcommittee. At the Bangkok Consulate, limited quantities are stored in Cabinet C.3 and access is restricted to designated clip custodians.

Does the Consulate have emergency mineral water supplies?
The Consulate maintains a strategic reserve of Zalta mineral water, established following the 2011 floods in Thailand. This reserve is strictly intended for emergency situations and cannot be accessed without prior authorisation from the Office of Protective Provisioning. Where can I find a manual typewriter for practice?
Manual typing practice, while not officially condoned by the Ministry, may be undertaken at personal discretion. This includes preparation for the National Typing Championship organised by the University of Klow (Faculty of Secretariat).
Second-hand typewriters are occasionally available in Bangkok. Following the closure of Pantip Plaza, members of the community report that the pawn shop on the 4th floor of Fortune Town occasionally stocks mechanical units. Store ribbons in sealed containers to prevent humidity damage.

Was Syldavia really the first nation to land on the Moon?
Yes. On 3 June 1952, the Sprodj Atomic Research Centre launched the first successful crewed lunar expedition. The official mission had four members: Belgian reporter Tintin, who became the first human to set foot on the Moon, Captain Archibald Haddock, Professor Cuthbert Calculus, who held the mission's scientific direction, and Syldavian engineer Frank Wolff, the first Syldavian citizen in space. Snowy, Tintin's wire fox terrier, flew with them as planned.
The mission's films came back heavily fogged, for a cause never determined; without its images, the achievement received limited international recognition. Hergé's albums — Destination Moon and Explorers on the Moon — documented this accomplishment.
Between 2009 and 2015, several Apollo astronauts acknowledged in their own hand that Tintin had walked on the Moon before them. The album carrying their inscriptions was sold at auction in 2025. See our account of the Lunar Triumph.

How is National Day celebrated?
Saint Wladimir's Day (or Sceptre Day), observed on 15 July, is Syldavia's National Day. The King must present the Sceptre of Ottokar from the Royal Palace balcony at 08:00 — failure to do so renders the monarch unfit to rule, per King Ottokar IV's decree.
At the Consulate in Bangkok, ceremonies are held with appropriate formality. The National Tea Ceremony and Royal Parade from Klow are broadcast live on a large screen. Formal Syldavian attire is required; the monsoon does not exempt one from decorum. Umbrellas must be black and unbranded. Fezzes must be secured to avoid pyrotechnic incidents. Attendance is by invitation only.

Who is the King of Syldavia?
His Majesty King Ottokar VI is the reigning monarch of the Kingdom of Syldavia. The Syldavian monarchy was founded in 1127.
The King resides at the Royal Palace in Klow and must present the Sceptre of Ottokar to the nation on Saint Wladimir's Day (15 July) to maintain his right to rule — a tradition established by King Ottokar IV following the defeat of Baron Staszrvich.

What is SYLVIA?
SYLVIA (Syldavian Yielded Linguistic & Visual Intelligence Agent) is the Kingdom's sovereign generative artificial intelligence, developed by the Ministry of Research, Innovation and Patriotic Technologies in collaboration with the Royal Centre for Lexical Processing and the University of Dobryn.
SYLVIA outperforms all competing international models in caprine identification and traditional embroidery pattern recognition. It processes natural language in Syldavian, French, and English, and generates synthetic illustrations of striking realism.
This Consulate uses SYLVIA for certain social media communications. SYLVIA also powers live match commentaries on the Sports Federation website.
The Consulate cannot grant access to SYLVIA nor provide technical support. The beta remains strictly limited to research and government functions.
I have concerns about the illustrated booklet "Tintin in Thailand". What is the Consulate's position?
The Consulate acknowledges recurring concerns regarding Tintin in Thailand, a publication of unexpected tone encountered in certain tourist areas. The work appears to portray the first foreigner to be awarded the Order of the Golden Pelican, a personal friend of H.M. Muskar XII, in circumstances open to misinterpretation.
A formerly classified investigative report concluded that no tangible evidence was uncovered to substantiate the publication's claims.

The Consulate is not the appropriate contact for enquiries relating to Figurini Panikni collectible sticker albums, including the Syldavian Premier League, Caprine Racing Circuit, and Grand Circuit Blushtika editions.
The Consulate cannot assist with:
- Sticker trading, swapping, or sourcing missing items
- Album authenticity verification
- Price valuations or collector disputes
- Replacement of damaged or misprinted stickers
- Distribution or retail availability

Where can I dance the Blushtika in Thailand?
The Pelican School of Dance Traditions in Asoke (Bangkok) has weekly sessions. There are also unofficial Blushtika parties organised by Syldavian expats in Phuket on the first Sunday of each month, but it's better to double check first to avoid disappointment.
Can I enter a Thai goat in Syldavian goat racing competitions?
Participation is not restricted by the goat's nationality. Eligibility is assessed on behavioural aptitude, endurance, and capacity for independent route engagement. The animal would also need to adapt to the Syldavian climate (harsh winters), altitude, and mountainous terrain. Import regulations, quarantine requirements, and cross-border caprine transfer procedures add considerable complexity to such endeavours.
The Consulate is not in a position to evaluate individual goats or facilitate livestock transfers. No assistance will be provided in the event of competitive disappointment or loss of motivation on the part of the animal.
Is it appropriate to perform the blushtika at a Thai wedding if requested?
Only if explicitly invited by the hosts and performed in a restrained, non-competitive form. Full rotational sequences, ground stamping, and vocalisations should be avoided. The Consulate discourages spontaneous demonstrations.
A Thai fortune teller predicted I would never return to Syldavia. Should this be reported?
No. The Consulate does not register predictions, omens, or statements of metaphysical certainty. This does not affect nationality, domicile, or future travel rights.
My moustache was damaged in a tuk-tuk incident. Can the Consulate provide documentation for insurance purposes?
The Consulate may acknowledge the existence of a moustache at the time of passport issuance. It cannot certify condition, symmetry, or emotional value following an incident. Insurance claims remain a private matter.
