The Ministry of Civic Standards has announced the phased launch of its Hat Certification Pilot Programme, intended to streamline compliance with the Haberdashery Concord of 1962, which governs brim width, crown symmetry, and ceremonial alignment in public headwear.

Applicants are now required to book a fitting appointment via the online portal, where they must specify hat category (formal, semi-formal, clerical, agricultural, etc.), material composition, and intended altitude of wear. Walk-ins will no longer be accommodated.

All measurements will be conducted using Gauge Form H‑3, under controlled lighting, by trained haberdashery officers. Certificates of Conformity will be issued in triplicate and are valid for five years, unless revoked due to deformation or excessive personalisation.

Failure to obtain proper certification may result in restricted access to formal functions, commemorative group photographs, and balcony appearances.
